In accordance with the requirement of “Circular of Shanghai Municipal People’s Government on carrying out the second municipal Economic Census” (H.F.F. [2008] No. 20), Xuhui District People’s Government decide to carry out the second District Economic Census this year. The relevant works and requirement are as follows:

Ⅰ. Scope and main Respondents of this economic census
The respondents of this economic census are all the Second Industry and Third Industry corporations as well as the industry units and self-employed individuals in Xuhui administrative district, covering the industries of mining, manufacturing, producing and service providing of electricity, gas and water, construction, transportation, storage and postal service trade, information transmission, IT service and software producing, wholesaling and retailing, accommodations and restaurants, financing, real estates, lease and business service, scientific research, technique service and geological examination, administration of irrigation works, environment and public facilities, resident people service and other service, education, health and sanitation, social security and social welfare, culture, physical culture and entertainment, public administration and social organizations, etc.

Ⅱ. Contents and Time of this economic census
Contents of this economic census covers: basic property of the unit, staff number, financial status, production and management situation, manufacture capability, energy consumption, scientific and technology activities, etc.

The standard reference time of this economic census is December 31st, 2008, and the data period is the year 2008.
